Piedmont is state law only: no local rent cap, no local just cause, no registry, so the AB 1482 ceiling of 8.8% for Aug 1, 2026 to Jul 31, 2027 is the number that matters, where it applies at all. Most Piedmont rentals are individually owned single-family houses, which are exempt from AB 1482 if the lease carries the statutory exemption notice. A house held in an LLC or corporation, or an ADU, does not get that exemption. The city does require a business license for every rental, including a single room or an ADU, taxed on gross receipts with a $100 minimum, rental tax due Mar 1, with penalties running 25% to 100%. Rent data is thin here; Zumper shows a median around $2,575 on limited listings, and the housing stock is 86% owner-occupied across roughly 3,950 units, so most of our Piedmont owners are renting one house, often a family home they are not ready to sell. We draft the exemption notice correctly, file the Mar 1 tax, and price against actual comparable houses rather than a thin citywide median.
