Berkeley's 2026 Annual General Adjustment is 1.0%, effective Jan 1, 2026, set by the elected Rent Board at 65% of CPI with a 5% ceiling under Measure BB. The cycle is the calendar year, not Oakland's August to July. Fully covered units, most multifamily built before 1980 and single-family homes with tenancies that began before 1996, pay a $397 registration fee for FY 2026-27. Partially covered units, meaning post-1996 single-family and condo tenancies and newer construction, carry good cause and registration but no ceiling, and pay $244. Both are due Jul 2, 2026 with a 100% penalty if late, and since Dec 31, 2025 none of it is passable to the tenant. Add the business license tax at $10.81 per $1,000 under 5 units, the $60 Rental Housing Safety Program fee, and deposit interest due by Dec 31. Eviction notices must reach the Rent Board within 3 business days. We file on those clocks, report new tenancies within the 15-day window, and keep the AGA math and deposit interest straight for every unit.

The $397 fully covered registration fee used to be partly recoverable from the tenant. That ended Dec 31, 2025, so the full fee is an owner cost, and paying after Jul 2 doubles it with the 100% penalty.
Every eviction notice is filed with the Rent Board within 3 business days, and a new partially covered tenancy is reported within 15 days. Measure BB also limits nonpayment evictions to debts of at least one month of fair market rent.
