Oakland's allowable rent increase for Aug 1, 2026 to Jul 31, 2027 is 2.3%, set by the Rent Adjustment Program at 60% of CPI with a 3% maximum. It applies to units with a certificate of occupancy before Jan 1, 1983, including ADUs and individually rented rooms. Single-family homes and condos are exempt from the cap under Costa-Hawkins but still register and still follow Just Cause. Every covered unit pays a $137 RAP fee, half of it passable to the tenant if paid on time, and every landlord carries a Business Tax Certificate at $13.95 per $1,000 of gross rent, due Mar 1. The Rent Registry update is also due Mar 1. Since Apr 15, 2025, a rent-increase notice without a current tax certificate attached is void, and an unregistered owner cannot raise rent at all. We keep the registry current, attach the certificate to every notice, track banked increases before they expire at 5 years, and calendar the Mar 1 deadlines so a missed filing never becomes an eviction defense.

Since Apr 15, 2025 every rent-increase notice needs a current Business Tax Certificate attached or it is void, and the tenant has 180 days from the notice to petition. We attach the certificate and keep a copy with the notice.
The Rent Registry has been mandatory since Jul 3, 2023, updated by Mar 1 each year. An unregistered owner cannot raise rent, cannot file a RAP petition, and non-registration is a defense to eviction.
One increase can combine the current 2.3% with banked years up to 3 times the current allowable, but banked increases expire after 5 years or on sale. We track the ledger per unit so nothing lapses unused.

Relocation of $8,293 for a studio or 1BR, $10,207 for a 2BR, or $12,599 for 3BR or larger, plus $2,500 if the household has a lower-income, elderly, disabled or minor member. You must move in within 3 months and stay 36 months. Tenants 60 or older, disabled or catastrophically ill with 5 or more years in the unit are protected, and no owner move-in may proceed during the OUSD school year when a child or educator lives there.
